Whisk flour, baking powder, baking soda, salt, cinnamon, nutmeg, cloves, and ginger. In another bowl, whisk pumpkin puree, granulated sugar, milk, oil, and brown sugar until light and fluffy. Add the dry ingredients to the wet mixture.

Combine flour, brown sugar, softened butter, and cinnamon until the mixture resembles coarse crumbs. Spread batter into the prepared 9x9" pan. Sprinkled the prepared streusel topping over the top. Bake 30-35 minutes

Cool for about 20-30 minutes. Mix the glaze ingredients and spread over top. Slice and enjoy!
