Mix cooked rice, shredded chicken, cream of chicken soup, sour cream, Swiss cheese, diced ham, garlic powder, Dijon mustard, milk, salt, and pepper in a large bowl.
Layer the chicken rice mixture in the bottom of the prepared casserole dish.
